Executive Director
In 1988, Tjioe Ka In became a part of the TungLok Group, embarking on a journey that saw her assume pivotal roles across various operational divisions within the company. On the 1st of April 2020, her trajectory within the organization took a significant turn when she transitioned from her position as Chief Operating Officer to become the Executive Director. In this current capacity, her primary responsibilities encompass strategic planning and optimizing operational efficiencies throughout the Group, all geared towards the achievement of key performance objectives.
Furthermore, Ka In plays a vital role in the development and management of the Group's Central Kitchen, which is dedicated to the production of an array of ready-to-eat items, gourmet dim sum, festive delicacies, and delectable sauces. Her expertise extends beyond the kitchen as she holds certification as a trainer in industry-related courses, actively contributing to the development and training within her field.
Equipped with a Bachelor of Science degree in Hotel and Restaurant Management from Oklahoma State University, USA, Ka In extends her influence beyond her professional endeavors. She is actively involved in various community roles, serving as a member of the Ulu Pandan Community Centre Management Committee and participating as a member of the School Management Committee (SMC) for Nanyang Kindergarten, Nanyang Primary School and Nanyang Girls’ High School. Additionally, she holds a position on the Executive Committee of the Nanyang Schools Alumni Association (NSAA).

With a diploma in Business Studies from Ngee Ann Polytechnic, Jocelyn possesses a wealth of experience in the fields of purchasing and administration. As the Senior Vice President in her current role, Jocelyn plays a pivotal role in ensuring the consistent and timely provision of high-quality products and essential materials vital for the smooth operations of the restaurants.
Additionally, she takes charge of overseeing the administrative functions and managing corporate affairs within the Group.
Carolyn Tan

Senior Vice President, Business Development
Carolyn joined the Group in 2002, assuming the role of Marketing Communications Manager. With an extensive background in marketing communications, primarily gained in the hotel industry, her professional journey includes notable positions at prestigious hotel chains such as Westin, Hyatt, Holiday Inn, Raffles, and Millennium & Copthorne International. In recognition of her capabilities, she earned a promotion in 2003 to the position of Director of Marketing and further rose to Vice President - Marketing & Corporate Communications in 2007.
In her current capacity as Senior Vice President, Carolyn oversees multiple key facets of the organization, including the Business Development, Marketing, Communications, Loyalty Programme, and Graphics Design teams. Her leadership drives the Group's marketing initiatives, promotional campaigns, public relations efforts, and membership activities. Additionally, she plays a crucial role in devising strategies to uphold the corporate and brand identity of the Group while also managing Special Projects.
Carolyn's educational background is grounded in a Bachelor of Arts in Mass Communications, which she obtained from the Royal Melbourne Institute of Technology.
Chua Poh York

Senior Vice President, Operations
Poh York embarked on her journey with the Group in 1985 when she assumed the role of Assistant Manager at Tung Lok Restaurant. Over the years, she continued to ascend the ranks, eventually taking on the position of General Manager at Paramount Restaurant in 1993.
In her current role as Senior Vice President, Operations, Poh York holds the reins of responsibility for the day-to-day operations of both Tung Lok Seafood and LingZhi Vegetarian. Additionally, she plays a crucial role in driving the implementation of the 5-S system, which aims to enhance workplace organization across the Group's restaurants.
Poh York also actively engages in mentoring and nurturing the growth of younger managers within the organization.
Candy Cha

Senior Vice President, Operations
Candy began her journey at TungLok Group in 2006, starting as Operations Manager at TungLok Signatures. With her outstanding skills and sharp business acumen, she quickly moved up the ladder.
By 2011, Candy earned a promotion to Senior General Manager, showcasing her strong leadership and dedication. And in 2021, she reached a new height in her career when she was appointed Senior Vice President of Operations, a role she has held since then.
Candy plays a crucial role in shaping how the Group’s restaurants operate. Her story inspires her colleagues and shows how much the Group values talents like her.
Candy is proud of her journey and the contributions she has made to the success and growth of TungLok Group.
Shirley Chong

Vice President, Human Resource & Training
Shirley Chong brings an impressive background spanning three diverse industries: Shipping, Fitness, and Food & Beverage, making her a valuable asset to the team. With over a decade of expertise in the food and beverage sector, Shirley rejoined TungLok Group in 2020 as Vice President of Human Resources & Training.
In her role, Shirley oversees all aspects of human resources and training, ensuring that our team members are equipped with the necessary skills and support to excel in their roles. Leveraging her deep understanding of the industry, she drives impactful change within our organization, particularly in the realms of HR strategy and employee development.
Shirley's seasoned professionalism, unwavering commitment, and effective leadership make her a key player in steering the Group towards continued growth and success.
Chong Sze Jin
Chong Sze Jin
Financial Controller
Sze Jin, a Fellow Chartered Accountant of the Association of Chartered Certified Accountants (ACCA) and Chartered Accountant of the Institute of Singapore Chartered Accountants (ISCA), joined the Group in February 2016.
Before joining TungLok, Sze Jin served at Ernst & Young LLP, where he spearheaded audit reviews for a diverse portfolio of private and publicly listed companies in Singapore. In his current role as the Financial Controller of the Group, he leads the finance team's strategic initiatives and oversees all crucial financial aspects of the Group’s operations.
Sze Jin graduated from Universiti Tunku Abdul Rahman of Malaysia with a Bachelor of Commerce (Hons) Accounting degree.
Vincent Phang
Vincent Phang
Chief Executive Officer, Events and Catering
Vincent Phang is a changemaker and a visionaire in the F&B and Hospitality Industry. Currently, he is the CEO of the Catering Division at the TungLok Group. Since joining in 1998, he has held key leadership roles within the company. Additionally, from 2019 to 2023, he served as the President of the Association of Catering Professionals Singapore (ACAPS), and as of July 2023, he transitioned into the role of President Advisor.
Vincent plays a pivotal role in defining strategic objectives for the division and guiding his team and organisation toward achieving service excellence. With over 30 years of experience in the hospitality industry, his expertise enables him to consistently innovate and introduce new elements to a wide range of banquet services, large-scale events, high-profile gatherings, and state functions. Notably, he was honoured with the prestigious Star Award at the 2004 Singapore Excellence Service Awards, recognising his outstanding contributions and unwavering commitment to delivering top-quality service.
His most recent achievements were revitalising TungLok Group’s operations and spearheading a transformation in the catering industry during Covid-19 with his vision and efforts at ACAPS.
Woody Achuthan

Senior Vice President, Customer Relationship
Before rejoining the Group in April 2013, Woody led the Training department for the Group for 12 years. Presently, he oversees customer relationship management and service excellence. Prior to this role, he worked with United Airlines as its Onboard Services-Chief Purser and Instructor.
During his fifteen-year tenure at United Airlines, he played a vital role in instructing trainees in areas such as service excellence, food and beverage presentation skills, onboard marketing, and product offerings, among other training programs.
Woody's personal achievements include being honored with the "Five Star Diamond Award," "Employee of the Year," and the "Most Valuable Player Corporate Award."
